Performance Evaluation Review Team: Charge
With the implementation of shared decision-making, LMG thinks it is time for the Libraries to review performance evaluation processes and implement an improved process for all categories of library staff more consistent with the new environment.
A performance evaluation team will be formed to develop a report and a set of recommendations. The team will consist of 8-10 people which reflect all levels of staff within the UCSD Libraries.
The team should address the following items:
- Incorporate participation in shared decision-making into the evaluation criteria for each staff group (i.e., SPP, A&PS, MAP, and Librarians). (This could include pursuing the feasibility of an alternative form for library use until this portion of Human Resources Management Initiatives are completed.)
- Insure an open environment for gathering input about the new process which includes all individuals, groups, and departments within the Library; seek information from campus Human Resources as appropriate
- Develop standard wording regarding participation in shared decision-making and in shared decision-making processes to be included on job descriptions
- Consider a process (the mechanics) for including input (e.g., peers, team, self, upward, customer) in the performance evaluation process
- Develop methods to insure:
- fairness and consistency in evaluation processes
- standards from department to department
- standards that can be applied between groups within the library
- Evaluate tools for doing evaluations (automated or non-automated)
- Recommend training of staff in:
- goal and performance standard setting
- relationship of evaluations to goals/expectations, rights and responsibilities, and performance standards
- performing self-evaluations
- providing input for others (peers, subordinates, and supervisors)
- methods/techniques of evaluation
- Insure evaluation processes are consistent with union contracts
- Recommend a timetable for implementation which takes into account the time needed to implement any new criteria on which individuals will be evaluated
The process of forming a team will be accomplished by G. Lowell issuing a call for volunteers who will be asked to submit a statement of interest. The final selection of team members will be made by the Cabinet. Maureen Harden will be a team member to provide the personnel perspective.
Because of the policy implications and the need to coordinate implementation library-wide, the final report and recommendations will be submitted to LMG for further action.
This is a critically important assignment which should be carried out as quickly as is reasonable. The team is responsible for determining an appropriate timetable for completion of the report based upon what is to be accomplished.
